Major S&T Accomplishments achieved in the 10th Five-year Period

A national showcase to display major S&T accomplishments achieved in the 10th Five-year period(2001-2005) was staged September 18-27, 2005 in Beijing. Under a theme slogan "new century, new S&T, and new accomplishments", the show offered a space floor of 7800m2 to house the displays in forms of posters, multimedia, and objects. The show presents a line of major S&T accomplishments achieved in the 10th five-year period. They have rendered a forceful support for and a great contribution to the national economic and social development.

The 10th Five-year plan is the first five-year planning effort made in the new century. Under a clearly defined guideline of "innovation and commercial applications", the plan requires a substantive readjustment of the general thinking line to guide the S&T development in the country, in an attempt to keep abreast with the new economic and S&T developments in the world. The plan made new strategic deployments for industrial technology upgrading, and for enhancing the sustainable S&T innovation capacity, guiding S&T activities to head for new progresses.

Noticeable achievements have been made in the course of establishing a national and regional innovation system, which brought up more S&T innovations. In the area of S&T system restructuring, research institutes have witnessed great changes in management and operation modalities. Universities have become a strong force in S&T innovations. China's S&T innovation infrastructures are developing soundly with an ever increasingly improved S&T service system.

China's climate for S&T development has been remarkably improved. In addition to securing a grand S&T personnel contingent, China has impressively increased its investment in R&D activities, from RMB 89.6 billion in 2000 to RMB 184.3 billion in 2004, with a lifted weight in GDP from 1% to 1.35%.

By taking full advantage of the global S&T resources, China's international cooperation in S&T has embarked on a new stage, harvested rich results in being part of international research and large science projects, including the Galileo Project, and the international human genome project. China plays an important role in diverse international affairs, including global environment, population, resources, and sustainable development, which safeguards the interests of developing countries and erects a good image in the international community.

China's comprehensive national strength has been remarkably enhanced since the 10th Five-year period. The greatly lifted proprietary innovation capacity and a line of important innovative findings achieved have advanced China's competitiveness in the world, from 30th place in 2000 to 24th in 2004. China's overall S&T strength foreruns the developing countries, with its capability in some major or key areas approaching or reaching an internationally advanced level. China's S&T development enters one of the best heydays in history.

International Conference on Agricultural Science and Technology will be held on November 7-9, 2001 in Beijing.   Ten Projects to Vitalize West Areas
There are 10 projects in the western regions to speed up the development of central and western China. The 10 projects, mainly in infrastructure, are expected to speed local development. A railway will be built between Xi'an in northwestern Shanxi Province and Nanjing in eastern Jiangsu Province to facilitate transport. The State will invest 23.23 billion yuan (USD 2.8 billion) in the 955-kilometer-long Xi'an-Hefei section. Another 18.23 billion yuan (USD 2.2 billion) will be invested in the construction of the 640-kilometer-long Yuhuai Railway from Chongqing to Huaihua in Central China's Hunan Province, to improve the western transportation network. The focus of road construction is to solve the transportation problems of poor counties and to build State-level highways in the western regions. The State plans to build 35000-kilometers of highway, 17000-kilometer of which will be in the West. The construction of Xi'an-Xianyang International Airport will begin this year as a part of an aviation transportation network in the western regions. To relieve the pressure on transportation in Chongqing, the State will invest 3.258 billion yuan (USD 392.5 million) into the construction of light rail network. The first phase of construction will be 13.5-kilometer long with 14 stations. A natural gas pipeline will be built from Sebei in the Qaidam Basin, through Xining of Qinghai Province, to Lanzhou of Gansu Province. The 953-kilometer pipeline can send 2 billion cubic meter of natural gas each year to Xining and Lanzhou. Key water control projects will be carried out in Zipingpu, Sichuan Province, and Shapotou, Ningxia Hui Autonomous Region. The Zipingpo project with 6.2 billion yuan(USD 747 million) of investment is expected to provide 550 million cubic meter more water to Dujiangyan and Chengdu, and generate 3400 million kilowatt-hours of power each year. The Shapotou project, with an investment of 1.3 billion yuan (USD 156.6 million), is expected to improve local areas' ability to prevent floods by irrigating 76600 hectares of land and generating 700 million kilowatt-hours of electricity per year. The country plans to turn 343300 hectares of land back into forest in the 13 western provinces this year. The project will organize villagers to cultivate 780720 hectares of forest and grassland. The project to develop potash fertilizer will be implemented in Yanhu, Qinghai, which has abundant potassium resources. It aims to support agricultural production and boost Qinghai's development. The State will support the colleges and universities in the western regions.
  China's Basic Studies Targets for 2010
The general working objectives for China's basic studies announced are: surrounding the national strategic demands and international S&T frontiers; to enhance the sustained innovation capacity of Chinese basic studies on an all-round basis, forge a high quality talents contingent; to scale up world scientific peaks; to make remarkable improvement of China's overall basic study capacity and level; to achieve new major breakthroughs in some areas in which China has superiority; to create conditions for the development of national S&T innovation system and realize phase III strategies of China's socialist modernization.
